Dear Editor: California “Dream Act” will become “California Nightmare” I am writing this in response to an editorial, published on 28 July 2011 in the Union Tribune, titled “An unaffordable dream”. Gov. Jerry Brown signed into law the first half of the “California Dream Act” on 14 July 2011 allowing illegal alien students to receive grants or scholarships. When the second half is signed, illegal aliens will be able to apply for tuition assistance from public, taxpayer sources, as well. The question that immediately comes to mind is why there are two sides to this story. An illegal alien committed a crime by coming to this country illegally and has no rights. Senator Jacob M. Howard (MI) authored the citizenship clause in the 14th Amendment. The original congressional intent was limited to African-American slaves. Howard defined jurisdiction to be full and complete and the US Attorney General concurred in 1973 as did the Supreme Court in the Slaughterhouse cases-children born to illegal immigrants (e.g. Mexicans) in the US are subjects of Mexico. Mexican dual citizenship also extends to these children as well as to legal immigrants who have not absolutely denounced their loyalty to their country of origin-. In the midst of the heated battle over the budget, the liberals pulled another fast one. This makes it painfully clear that the government in Sacramento is not concerned with balancing the budget or uphold the laws. The cost to educate illegal aliens was 28.6 billion in 2010. I agree with Sen. Mimi Walters, R-Oceanside, who voted against the bill and stated, "We need to take care of people who are here legally and not give people incentives to come here illegally".
